One can easily sympathise with such protests against the long history of exploitation of the inhabitants of Cameroon’s forested zone by the colonial powers and their postcolonial successors and can also agree that it is high time that the people who live in these forests should not be systematically excluded from the benefits that may accrue from their exploitation.

This more participatory theory of forest management stands in marked contrast to the authoritarian traditions of the Forestry Department, the body responsible for the law’s administration. Whether or not such an approach to management will succeed in this context remains an open question, and five years after the law’s passage, no such community forests have yet been legally established in Cameroon. On the other hand, several so-called ‘community forests’ have recently been established through the influence of external elites, who have used their influence to obtain what amounts to personal logging concessions without respect for the procedures stipulated in the new forestry law (see Milol 1998).

Regrettably, a closer inspection of current efforts to promote ‘community-based’ conservation and forest management in Cameroon raises serious questions concerning the conceptual basis of such activities, which derive an 31 32 Land, Law and Environment essentially mythic sanction from prevalent Western notions of ‘pristine rainforests’ inhabited by ‘indigenous peoples’. Reliance on externally imposed and socially unrealistic policy prescriptions, which relate more to funding conditionalities affecting Western donors and NGOs than to social and environmental conditions in African countries such as Cameroon, offers little hope either for effective environmental management or for environmentally sensitive development.
